# Cambodia Democracy and Human Rights Act of 2023
This bill aims to promote democracy and human rights in Cambodia by imposing targeted economic sanctions against government officials and others responsible for suppressing political freedoms and human rights. The legislation identifies Cambodia's authoritarian governance under Prime Minister Hun Sen since 1985, documented suppression of opposition parties, imprisonment of political activists, restrictions on media and civil society, and concerns about growing Chinese military influence. Within 180 days of enactment, the President must submit a list of Cambodian officials, military personnel, and associated individuals and entities engaged in these abuses, and must impose asset freezes and visa bans against those listed. The President can suspend sanctions for up to one-year periods if Cambodia makes meaningful progress on releasing political prisoners, dropping politically motivated charges, restoring opposition parties' rights, and conducting free elections. The bill also requires a separate report on Chinese military and Communist Party activities in Cambodia, particularly at Ream Naval Base and Dara Sakor Airport. The sanctions provisions expire five years after the law takes effect.
