The Motor Carrier Safety Selection Standard Act of 2023 establishes a national standard for how companies that hire trucking companies must select carriers to transport goods. Under this bill, shippers, brokers, freight forwarders, and other covered entities will be considered to have made a reasonable and prudent selection if they verify within 45 days before shipment that the motor carrier is properly registered, has required insurance, and meets federal safety standards. The bill requires the Department of Transportation to issue a public confirmation stating whether each motor carrier meets Federal Motor Carrier Safety Administration requirements. Individual consumers are exempt from these verification requirements. The Secretary of Transportation must finalize new regulations within one year establishing updated methods for determining motor carrier safety fitness, and those new regulations will eventually replace the temporary standard outlined in the bill.
