This bill establishes a White House task force to study and evaluate employer workplace surveillance practices. The task force, made up of representatives from major federal agencies including the Departments of Labor and Commerce, the Federal Trade Commission, and the Equal Employment Opportunity Commission, will investigate how employers collect worker data, how they use and share that information, and the impacts of surveillance on worker pay, job performance, safety, scheduling, and advancement. The bill requires the task force to pay special attention to how surveillance affects vulnerable workers, including those with disabilities, low-wage workers, workers of color, and formerly incarcerated workers, as well as its effects on union organizing. The task force must submit an initial report within one year of the bill's enactment describing current surveillance practices, an interim report the following year with findings on surveillance's impacts, and a final report the year after that with recommendations for federal agencies and Congress on addressing workplace surveillance. The task force will disband 60 days after submitting its final report.
