This bill prevents the Department of Defense from spending money to destroy anti-personnel landmines during fiscal year 2024 until the Secretary of Defense submits a detailed report to Congress. The report, due one year after the bill's enactment, must include the Pentagon's landmine policy, ten-year projections of landmine inventory and costs, and assessments from military leadership about how current landmine stockpiles affect military operations. The bill makes an exception for landmines deemed unsafe or posing immediate safety risks to U.S. troops, which can be destroyed without waiting for the report. Additionally, the Pentagon must brief Congress within six months on research into alternatives to anti-personnel landmines. The bill essentially puts a hold on planned landmine destruction to ensure Congress understands the military's landmine strategy and inventory needs before such weapons are eliminated.
