This bill prohibits law enforcement and intelligence agencies from purchasing or paying for access to Americans' personal information held by third parties like data brokers, requiring them to obtain court orders instead. The legislation covers communications records, location data, and other personal information collected by non-governmental entities from internet service providers, online accounts, and electronic devices. It also establishes that intermediary service providers that deliver or store communications cannot share customer information with the government without legal process, and it restricts the government's ability to conduct foreign intelligence surveillance of Americans' location data, web browsing history, and other Fourth Amendment-protected information outside of the Foreign Intelligence Surveillance Act framework.
