The Break the Cycle of Violence Act authorizes federal funding to support community-based violence reduction programs in cities experiencing high levels of gun violence. The bill directs the Department of Health and Human Services to award grants to nonprofits and local governments to implement evidence-based strategies like community outreach programs, hospital-based violence interventions, and crisis mediation services that provide counseling, job training, and wraparound support to individuals at highest risk of violence. The Department of Labor would separately provide grants for job training programs targeting young people ages 16 to 24 in high-violence communities. The legislation includes $300 million for fiscal year 2024, ramping up to $700 million annually from 2026 through 2031 for HHS programs, plus an additional $1.5 billion over fiscal years 2024 through 2031 for labor department job training initiatives. The bill emphasizes trauma-informed, culturally competent approaches that avoid mass incarceration and seeks to address disparities in gun violence, which disproportionately affects young men and boys of color.
