This bill requires the President to appoint a Special Envoy for Belarus within the State Department to address U.S. interests in Belarus following the suspension of diplomatic operations at the U.S. Embassy in Minsk. The Special Envoy must be someone with recognized expertise in European security, democracy, and human rights, and will serve as a full-time position dedicated exclusively to Belarus affairs. The envoy's responsibilities include engaging with Belarusian officials about human rights concerns, coordinating with international organizations and allies on Belarus policy, consulting with human rights groups, and developing accountability measures for documented human rights violations from the 2020 presidential election and its aftermath. The Secretary of State must submit reports to Congress describing the Special Envoy's activities within 180 days of enactment and annually for the next five years. The position will automatically terminate after five years or whenever U.S. diplomatic operations resume at the embassy in Minsk, whichever comes first.
