It creates a Program Management Office at NSF to oversee daily operations and selects a nongovernmental "Operating Entity" through competitive bidding to run the resource, which will provide computational infrastructure, curated datasets, educational tools, and AI testing environments. Eligible users include researchers at U.S. universities, nonprofits, federal agencies, small businesses with federal funding, and similar organizations, though individuals working on behalf of certain foreign governments are excluded. The bill also establishes requirements for privacy, civil rights, security, and scientific integrity protections, allows for a tiered fee schedule with a free access tier, and requires annual public reporting on the program's performance and impact.
