The DOCTORS Act amends immigration law to create a system for reallocating unused visa waivers for foreign medical graduates working in the United States. Currently, states receive a set number of waivers each year that allow foreign doctors on J visas to skip the requirement to return to their home countries before working in America, but many states don't use all their allotted waivers. This bill directs states to report their unused waivers to the State Department starting September 30, 2025, and every year thereafter. The State Department will then redistribute these unused waivers equally among states that used at least 30 waivers in the previous year, making them available during the following fiscal year. At least ten percent of the reallocated waivers must be used to support medical positions in underserved communities, helping address healthcare shortages in rural and low-income areas.
