The VETS Business Act of 2023 requires the Secretary of Veterans Affairs to study and report on competition among companies that supply goods and services to the VA. The Secretary must submit this report to Congress within 180 days, examining how many contractors serve the VA, identifying areas where competition is weak or has declined, and recommending ways to improve competition through new laws or policies. The legislation is motivated by concerns that inadequate competition could drive up costs for the VA and limit opportunities for veteran-owned and service-disabled veteran-owned small businesses to win federal contracts. The Secretary must consult with the VA's Office of Small and Disadvantaged Business Utilization when preparing the report and will use a similar Defense Department report as a model. Once completed, the report will be made publicly available.
