The Veteran Families Health Services Act of 2023 expands reproductive and fertility assistance for active-duty service members and veterans. For military members, the bill requires the Department of Defense to provide fertility treatment and counseling, including in vitro fertilization and assisted reproductive technology, to those with infertility conditions and their spouses or partners. The bill also establishes procedures for preserving reproductive genetic material after combat injuries or illnesses and allows active-duty members to cryopreserve reproductive material before deployment or hazardous duty assignments at no cost for one year after separation. For veterans, the bill requires the Department of Veterans Affairs to cover fertility treatment and counseling services and provides adoption assistance up to the cost of three adoptions. The VA must issue regulations implementing these veteran benefits no later than two years after the bill's enactment. Both departments are directed to share best practices on fertility services and help beneficiaries navigate available treatments without interruption if they relocate.
