This bill requires every federal department and agency to hire a dedicated compliance officer responsible for ensuring their websites and digital services are accessible to people with disabilities under Section 508 of the Rehabilitation Act. Each agency head must appoint a compliance officer within 90 days who has expertise in website accessibility and relevant standards, and that officer must report directly to the agency head. Starting one year after the bill passes and every two years thereafter, agencies must either post a signed statement confirming they meet accessibility requirements or submit a compliance plan to Congress. Larger agencies with multiple units led by Assistant Secretaries or Directors must appoint compliance officers for each unit, while smaller agencies with fewer than 20 employees can assign these duties to an existing employee if most of their work focuses on compliance. The bill establishes clear accountability by requiring public disclosure of compliance status or improvement plans on agency websites.
