The Housing ACCESS Act directs the federal Department of Health and Human Services to create guidance helping states connect Medicaid beneficiaries with housing-related services and supports. Within 12 months of enactment, the Secretary of HHS must work with the Departments of Housing and Urban Development and Treasury to issue this guidance to state Medicaid agencies, public housing agencies, and other relevant organizations, focusing on streamlining how these different systems work together and simplifying access to both healthcare and housing services. The guidance must cover how to align eligibility requirements, coordinate services, and help housing providers understand how to seek Medicaid reimbursement for their services. Additionally, the bill requires HHS to conduct a national study within two years to determine appropriate payment rates for housing-related services that will allow providers to pay competitive wages and maintain adequate staffing levels. Two years after the law takes effect, HHS must report to Congress on progress made by states in coordinating these services and any challenges they face in connecting people in need with available housing resources.
