Primary ticket sellers are required to disclose the total number of available tickets at least a week before sales begin and cannot restrict customers' ability to resell tickets independently or punish them for reselling. The Federal Trade Commission and state attorneys general are empowered to enforce these rules, and consumers can sue for damages plus $1,000 per violation if harmed by non-compliance. The bill directs the FTC to study the ticket market's compliance within two years of enactment.
