S. 2965 establishes a competitive grant program through the Department of the Interior to help companies develop critical minerals needed for manufacturing and reducing energy dependence on foreign imports. The Secretary of the Interior will identify the 20 most critical minerals and suitable locations to mine them, while also creating environmental mitigation plans to protect Native American tribes, at-risk communities, and drinking water sources. Eligible entities can receive grants to cover environmental assessments, processing, cleanup, and other costs associated with mining and manufacturing these minerals on identified federal and non-federal lands. Grant recipients must comply with all environmental laws and demonstrate strong labor protections including prevailing wage requirements. The program is authorized to receive 10 million dollars annually from 2024 through 2029.
