# Summary of S. 2984, Websites and Software Applications Accessibility Act of 2023 This bill requires websites and software applications used by employers, government agencies, public businesses, and testing organizations to be accessible to people with disabilities. The law applies to any digital platform used to communicate with or serve the public, employees, or job applicants, whether or not the organization has a physical location. The Department of Justice and Equal Employment Opportunity Commission must develop accessibility standards and regulations within 12 months and issue final rules within 24 months. Smaller entities get 2 years to comply with the standards after the rules are issued, while larger entities have 30 days. The bill allows individuals with disabilities to sue organizations directly in court for violations without first filing administrative complaints, and successful plaintiffs can recover damages and attorney's fees. The legislation creates a grant program providing up to $10,000 to small businesses to help them fix inaccessible websites and applications, establishes a federal advisory committee with people with disabilities as the majority of members, and requires technical assistance centers to help covered entities understand and meet accessibility requirements. The bill also directs a study on how emerging technologies affect people with disabilities and authorizes $35.15 million annually through 2033 to implement these requirements.
