This bill gives the Department of Defense's Chief Digital and Artificial Intelligence Officer the authority to access and control all data collected and used by Defense Department components. The bill also establishes a new Chief Digital and Artificial Intelligence Officer Governing Council composed of senior Pentagon officials, including the heads of various military departments and the Joint Staff, to oversee the responsible use of artificial intelligence and data across the Defense Department. The Council will be chaired by the Chief Digital and Artificial Intelligence Officer and must meet at least twice per year to handle duties including streamlining AI oversight, ensuring ethical AI usage, reviewing AI funding, and overseeing educational programs on artificial intelligence. The Council is required to report to the Secretary of Defense and Congress within 180 days of enactment and then at least every 18 months on its activities. The bill does not specify additional funding amounts or new appropriations for these purposes.
