The Air America Act of 2023 provides one-time monetary payments to former employees of Air America and affiliated companies, as well as their survivors, for service provided to the United States government between 1950 and 1976. Eligible individuals who worked for at least five years receive a $40,000 payment, with an additional $8,000 for each full year of service beyond five years, while survivors of those who died in Southeast Asia during CIA operations receive $40,000. The legislation establishes a two-year deadline for filing claims after regulations are issued, requires the CIA Director to process claims within 90 days and make payments within 60 days of approval, and caps total spending at $60 million, though the Director can request additional funds from Congress if needed. The program is administered by the CIA Director through procedures to be published within 60 days, and recipients cannot use more than 25 percent of their award to pay attorneys or agents for assistance with their claims.
