The Stop Child Labor Act amends federal labor laws to strengthen protections against child labor exploitation and increase penalties for violations. The bill extends child labor protections to children hired as independent contractors, increases civil penalties for violations to between $5,000 and $132,270 for first offenses and $25,000 to $601,150 for repeat violations, and creates criminal penalties of up to $50,000 in fines or one year in prison for willful violations. It also allows children harmed by child labor violations to sue employers for compensatory and punitive damages up to $250,000, and establishes a grant program to help employers prevent child labor violations and a National Advisory Committee on Child Labor with representatives from labor, management, and child welfare organizations. The legislation authorizes $3 million in appropriations for fiscal year 2024 to support the advisory committee and grants program.
