This bill amends federal aviation law to help airports become more resilient to natural disasters by allowing federal funding to be used for improvements to critical airport infrastructure. The legislation defines critical airport infrastructure as runways, taxiways, and aprons at airports that serve either commercial flights or serve as emergency staging areas for disaster response. It also defines natural disasters broadly to include earthquakes, floods, hurricanes, wildfires, tornadoes, tsunamis, and similar events. The bill allows general aviation airports that are designated as federal staging areas or incident support bases under national emergency preparedness plans to receive federal funding for infrastructure improvements that would allow them to resume visual flight rule operations after a natural disaster. This legislation enables airports that play a role in disaster response and recovery to better prepare for and recover from extreme weather and other catastrophic events.
