The SHINE Act of 2023 directs the Department of Energy to develop and promote a voluntary streamlined permitting and inspection process for home energy systems like rooftop solar panels, battery storage, electric vehicle charging stations, and hydrogen fuel cell refueling equipment. The Secretary of Energy must work with installers and local governments to create an online permitting platform, establish adoption targets, and provide technical assistance to help state, county, local, and tribal authorities speed up and standardize their approval processes. The bill also authorizes the Energy Department to offer financial incentives and certifications to jurisdictions that adopt these streamlined procedures, as well as to develop faster inspection methods including remote inspections and sample-based approaches for experienced installers. The legislation authorizes $20 million in annual funding for fiscal years 2024 through 2027 to support these activities. This bill aims to reduce installation delays and costs for homeowners installing distributed renewable energy systems by removing bureaucratic barriers at the local permitting level.
