The Hotel to Housing Conversion Act of 2023 directs the Department of Housing and Urban Development to establish a grant program providing up to $750 million annually from 2024 through 2028 to help states and local organizations convert hotels, motels, and vacant buildings into emergency shelters and housing for homeless people and families. Grant funds can be used for acquiring and renovating these properties, as well as paying operating costs and providing support services like housing counseling and homelessness prevention assistance. States and local organizations must apply competitively, with selection based on their demonstrated homelessness needs and the effectiveness of their proposed plan to distribute funds to local governments and nonprofits. Recipients must report back to HUD after 12 months on how they used the grants and their impact on reducing homelessness in their areas. The legislation was introduced by Representatives Schiff, Vargas, and Mullin in May 2023.
