This bill establishes a Financing Energy Efficient Manufacturing Program at the Department of Energy to help small and medium-sized manufacturers improve their energy efficiency and adopt onsite renewable energy technologies. The program provides grants to qualified entities such as state energy offices, nonprofit organizations, and Indian tribes, which then distribute subgrants directly to manufacturing facilities with 750 or fewer employees to pay for energy efficiency upgrades and related improvements. Applicants and contractors must meet labor standards and compliance requirements covering workplace safety, wage laws, and anti-discrimination statutes, with preference given to those with clean compliance records. The bill authorizes up to $600 million in funding for the program, with program managers limited to using no more than 7 percent of their grant funds for administrative costs and marketing. All iron, steel, and manufactured products purchased with program funds must be produced in the United States, though the Secretary can grant waivers if domestic products are unavailable, of insufficient quality, or would increase project costs by more than 25 percent.
