The Young African Leaders Initiative Act of 2023 establishes a comprehensive U.S. government program to develop the skills and networks of young leaders and entrepreneurs across sub-Saharan Africa. The initiative expands and formalizes the existing Mandela Washington Fellowship, which brings African fellows aged 25-35 to the United States for six-week training institutes, while also establishing at least four regional leadership centers in Africa to provide year-round training to young people aged 18-35 in business, civic leadership, and public management. The program targets young Africans who show promise in entrepreneurship, innovation, and public service, with the goal of strengthening U.S.-Africa relationships, promoting economic growth, combating extremism, and improving governance across the continent. The Secretary of State must submit an implementation plan within 180 days and provide annual progress reports for five years, while the program itself expires after five years.
