This bill establishes university centers across the United States to support regional economic development by amending the Public Works and Economic Development Act of 1965. The legislation requires the federal government to award funding to colleges and universities to operate these centers, with at least one center in every state, prioritizing historically Black colleges, tribal colleges, Hispanic-serving institutions, and other minority-serving institutions. These university centers would help businesses and communities by providing technical assistance, business development services, technology transfer support, and economic research while collaborating with other federal economic development programs and organizations. Each university center would receive between $500,000 and $1,000,000 annually to carry out these activities. The bill was introduced in the Senate in October 2023 and referred to the Committee on Environment and Public Works.
