This bill directs the President to review whether 49 Hong Kong officials should face U.S. sanctions within 180 days of the law's enactment. The officials targeted include judges, prosecutors, police leadership, and other Hong Kong government administrators whom lawmakers contend may be involved in human rights abuses or actions undermining Hong Kong's autonomy. The President must submit a detailed report to Congress determining whether each person meets criteria under existing sanctions authorities, including the Global Magnitsky Human Rights Act, Hong Kong Human Rights and Democracy Act, and Hong Kong Autonomy Act. If sanctioned, these individuals could face asset freezes and other penalties under current U.S. law. The bill contains no new funding and simply requires an executive branch review and congressional notification.
