The legislation requires ticket sellers to implement reasonable security safeguards on their websites, enforce ticket purchase limits, and report incidents of unauthorized circumvention to the Federal Trade Commission within 30 days of discovery. Violators face civil penalties of at least $10,000 per day plus $1,000 per violation, with enhanced penalties of $10,000 per violation for intentional violations. The FTC must establish a public complaint website within 180 days and publish guidance for ticket sellers within one year, while coordinating with law enforcement and state attorneys general to address the problem.
