The bill would allocate funding to the Northern Mariana Islands and American Samoa at the same percentage rate that Guam received in fiscal year 1983, ensuring these territories gain access to federal job programs. To protect existing funding for states, the legislation includes a provision that prevents any state from receiving less funding than it received in the year before the new territories join the program. If federal funding proves insufficient to maintain current state allocations, the remaining available funding would be reduced proportionally across all states rather than eliminating any one state's support.
