The bill makes available up to 40,000 visas specifically reserved for professional nurses and physicians, with 25,000 going to nurses and 15,000 to physicians, along with visas for their accompanying family members. These visas are exempt from the standard per-country caps that normally limit immigration and will be processed on a first-come basis according to when petitions were originally filed. Employers must file petitions within three years of the bill's enactment and must attest that hiring these workers will not displace American employees. The bill also eliminates premium processing fees and requires expedited handling of these visa applications to speed up the hiring process.
