The Manifest Modernization Act of 2023 updates federal requirements for how shipping manifests are disclosed to the public. The bill clarifies what information must be included on vessel, aircraft, and vehicle manifests arriving in the United States, such as cargo descriptions, tariff classifications, country of origin, and shipping routes. At the same time, it requires the government to remove sensitive personal information from manifests before making them publicly available, including Social Security numbers, passport numbers, dates of birth, phone numbers, email addresses, driver's license numbers, and residential addresses of individuals. The bill also requires manifests to include a checkbox indicating whether a shipment is destined for a private individual or a business. These changes take effect 30 days after the bill is enacted.
