This bill establishes a comprehensive federal strategy to help the United States adapt to and build resilience against climate change and environmental threats. The legislation requires the President to appoint a Chief Resilience Officer within 120 days to coordinate a government-wide effort and develop a National Adaptation and Resilience Strategy within two years, with updates every three years thereafter. The Chief Resilience Officer will lead working groups across federal agencies and chair a Partners Council that includes representatives from state and local governments, Indian tribes, nonprofit organizations, and private sector entities to ensure that federal adaptation efforts support communities, infrastructure, and natural systems facing climate vulnerabilities. The strategy must address federal government preparedness, support for non-federal partners in accessing adaptation funding, equitable distribution of resilience benefits, community engagement, and improved cost-benefit analysis methods for federal investments. The bill also requires establishing a clearinghouse by one year after enactment to provide accessible adaptation and resilience information and technical assistance to communities. The legislation includes a sunset provision, ending on September 30, 2033 or after the third assessment by the Comptroller General, whichever comes first.
