The SCREEN Act would require websites and online platforms that host adult pornographic content to implement age verification technology to prevent minors from accessing that material. Beginning one year after the law takes effect, these "covered platforms" must use technology to verify users are adults and block access by minors, with simple age confirmations being insufficient. The bill defines covered platforms as interactive computer services engaged in interstate commerce that regularly create, host, or distribute sexually explicit content as part of their business model. The Federal Trade Commission would oversee enforcement, conduct regular compliance audits, issue guidance within 180 days of enactment, and treat violations as unfair or deceptive trade practices. The legislation also requires the Government Accountability Office to report to Congress within two years on the effectiveness of the age verification measures, compliance rates, data security practices, and any potential impacts on users and society.
