This bill provides compensation to survivors of the 1988 Lockerbie bombing, which was carried out by Libya. The legislation creates a $20 million trust fund to compensate U.S. citizens who were at least 45 years old on December 3, 1991, worked for Pan American World Airways, and were named claimants in a previous lawsuit against Libya. The Foreign Claims Settlement Commission will have 30 days after the bill's enactment to announce a claims process and 60 days to determine which claimants qualify, with eligible individuals receiving an equal share of the $20 million fund. If a qualified victim has since died, their estate representative can file a claim on their behalf. The bill aims to provide long-overdue compensation to the surviving victims and their families from the terrorist attack that killed 259 people aboard the plane and 11 on the ground in Scotland.
