This bill establishes a task force called the Tiger Team within the Department of Defense to increase awareness among former military members about a review process for discharge characterizations, particularly those discharged under the now-repealed "Don't Ask, Don't Tell" policy. The Tiger Team must be created within 60 days and will work with the Veterans Affairs Department, the National Archives, and veterans organizations to identify eligible former service members and inform them of their right to request a discharge review. The Department of Defense must submit a detailed plan within 210 days outlining how it will locate and contact these individuals, then provide quarterly updates to Congress on its progress over three years. The bill also allows service members to request discharge reviews without submitting extensive documentation and ensures that if a discharge is upgraded to honorable status, veterans can receive back pay and benefits dating to their original discharge date. The Tiger Team will disband 60 days after submitting its final report.
