The JADC2 Implementation Act directs the Department of Defense to accelerate development of joint all-domain command and control capabilities by assigning specific responsibilities to three key officials: the Deputy Chief Technology Officer for Mission Capabilities will identify and test new technologies and operational concepts, the Executive Director for Acquisition, Integration, and Interoperability will manage procurement and integration of cross-domain capabilities, and the Chief Digital and Artificial Intelligence Officer will oversee software development and deployment. The Deputy Chief Technology Officer receives expanded hiring authority to appoint up to 12 program managers and highly specialized experts on flexible terms of up to seven years. The bill prioritizes implementation for the Indo-Pacific Command and requires the Chief Data and Artificial Intelligence Officer to submit a report by March 1, 2024, with detailed plans and timelines for deploying a joint data integration prototype, achieving initial operational capability, and scaling capabilities across all combatant commands, along with regular briefings to Congress every 180 days through the end of 2026.
