This bill requires the Department of Veterans Affairs to keep all national cemeteries open and fully maintained during government funding gaps or periods when the federal government hits its debt ceiling limit. The legislation allows the VA Secretary to transfer funds from other department accounts as needed to ensure cemeteries continue normal operations during these fiscal crises. If any national cemetery does close during such a period, the Secretary must report to Congress and the Treasury Department identifying which cemeteries closed and for how many days. The bill also contains technical provisions related to federal employee retirement accounts that would reduce the length of certain "debt issuance suspension periods" by subtracting the number of days any national cemetery remained closed. This legislation aims to prevent the disruption of burial services and cemetery maintenance that could occur during government shutdowns or debt limit disputes.
