This bill requires foreign officials and diplomats from eight designated countries—China, Russia, Iran, North Korea, Cuba, Venezuela, Nicaragua, and Taliban-controlled Afghanistan—to notify the State Department at least 72 hours before meeting with U.S. state and local officials or visiting educational and research institutions. The notification must include the date, location, names of participants, and purpose of each meeting or visit. The State Department must then submit monthly reports to Congress listing all such meetings and visits, with the first report including historical data collected since 2019. Within four and a half years of the bill's enactment, six federal agencies must jointly submit a threat assessment for each covered country and policy recommendations to Congress. The reporting requirements are set to expire five years after the bill becomes law.
