Referred to the Committee on Education and the Workforce, and in addition to the Committees on House Administration, and Oversight and Accountability, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Healthy Families Act would require employers to provide paid sick leave to their workers. Specifically, employers with 15 or more employees must provide at least 1 hour of paid sick time for every 30 hours worked, capped at 56 hours per year unless the employer chooses to offer more. Smaller employers with fewer than 15 employees can instead provide 56 hours of unpaid sick time annually. Employees could use this time for their own medical needs, to care for family members, or to address situations involving domestic violence, sexual assault, or stalking. The bill requires employees to wait 60 days before using accrued time, though employers can loan time in advance, and unused time carries over year to year. The Labor Department would enforce the law and employees could sue employers for violations. The legislation would take effect six months after regulations are issued, with some exemptions for existing collective bargaining agreements.
