This bill directs the U.S. government to support sustainable business investments in the Brazilian Amazon while strengthening efforts to combat criminal activity driving deforestation and environmental destruction in the region. The legislation targets crimes including illegal fishing, wildlife trafficking, illicit mining, and illegal logging, along with associated corruption and money laundering. The bill requires the U.S. International Development Finance Corporation to place staff in Brazil to identify investment opportunities and submit a report within 180 days, authorizes up to $10 million per year from 2024 through 2027 for law enforcement training and technical assistance to Brazilian authorities, and directs the U.S. Agency for International Development to provide financial support for sustainable livelihoods and indigenous community protection. Additionally, it instructs the State Department to use U.S. influence at international financial institutions to promote sustainable development in the Amazon and oppose loans that would worsen deforestation, and requires multiple reports to Congress documenting progress and examining the role of foreign actors, particularly China, in facilitating illegal resource extraction.
