The Resilient Communities Act of 2023 establishes a federal grant program run by the Secretary of Commerce to help communities harmed by international trade. The program would award grants to local governments in areas where domestic producers or workers have experienced trade-related injury, which can be used either to support continued production by domestic manufacturers or for broader economic development activities like workforce training, infrastructure, affordable housing, and broadband expansion. Communities can pass grant money along to domestic producers most likely to increase production and jobs locally, and if no domestic producers are present, must use funds for general economic development. The program would be funded through a dedicated trust fund receiving quarterly transfers of all antidumping and countervailing duties collected by the federal government starting in fiscal year 2024, with investment returns added to the fund. The legislation defines "injury from trade" broadly to include layoffs linked to increased imports, production shifts overseas, or official determinations by trade agencies.
