This bill, known as the MINDS Act, strengthens requirements for American-made components in major military weapons programs. It directs the Secretary of Defense to assess how much domestic content is currently used in defense procurement and to establish a database to track this information going forward. The legislation then raises domestic content thresholds for military contracts, requiring that at least 60 percent of component costs come from U.S.-sourced materials immediately, increasing to 65 percent by 2024 and 75 percent by 2029. The bill gives the Defense Department flexibility to waive these requirements if they would result in unreasonable costs or if no compliant bids are received, with this waiver authority ending in 2030. These rules apply to major defense acquisition programs but exclude allied nations that participate in the national technology and industrial base.
