This bill provides retroactive pay and benefits to senior military officers whose promotions were delayed due to a Senate confirmation freeze that began in February 2023. The legislation applies to officers confirmed to pay grade O-7 or higher between December 5 and December 31, 2023, whose confirmations were held up during the suspension of Senate advice and consent votes. These affected officers will receive back pay, allowances, and full benefits dating back to 30 days after their promotion was placed on the Senate's executive calendar, and their seniority will be calculated from that earlier date. The bill essentially compensates these officers for the financial and career consequences they experienced while waiting for their confirmations to be processed. The Department of Defense is responsible for implementing these retroactive adjustments, and the legislation waives any rules that would have negatively impacted these officers during the confirmation delay.
