This bill creates a temporary talent exchange program allowing NASA employees to work at private companies and private sector employees to work at NASA. Participants must sign written agreements that include provisions requiring NASA employees who leave the program to work elsewhere in government for twice the length of their assignment, protecting confidential information, and holding employees financially liable if they breach the agreement without good cause. The program is limited to assignments of three months to two years, renewable up to three years total, with no more than two percent of NASA's workforce participating at any time. NASA must establish detailed policies and procedures, submit annual reports to Congress on the program's implementation and outcomes, and the Government Accountability Office must conduct a comprehensive review three years after the program begins to assess whether it meets best practices and complies with ethics and conflict-of-interest rules.
