The Digital Defense Content Provenance Act of 2023 directs the Department of Defense to establish an educational course and run a pilot program focused on authenticating digital media to combat deepfakes and manipulated content. Within one year of enactment, the Defense Media Activity must create a course at the Defense Information School teaching public affairs and media specialists how to verify the origin and authenticity of DoD photos and videos using industry technical standards. Simultaneously, the department will launch a pilot program through January 2027 to test and evaluate these authentication standards on official Defense photographs and videos released publicly, with the option to consult with research centers, private companies, and universities. The Director of Defense Media Activity must report to Congress one year after establishing the course and again by January 2026 on the pilot program's effectiveness and whether it should become permanent. This legislation addresses the growing national security challenge posed by artificial intelligence-generated misinformation and deepfakes that could undermine military communications and public trust.
