This bill authorizes the Secretary of Defense and the Secretary of Homeland Security to order units and members of the Selected Reserve (the military reserve component) to active duty for up to 365 consecutive days to respond to significant cyber incidents without requiring the affected service members' consent. A "covered incident" includes cyber attacks on Department of Defense or Department of Homeland Security systems that could harm national security, the economy, public health, or civil liberties, as well as incidents declared significant under existing Homeland Security law. The bill modifies current law by expanding the circumstances under which reserve forces can be activated, previously limited to named operational missions. The Secretary of Defense or the relevant department head can terminate this active duty service, or it can be terminated by law or presidential order. The legislation does not specify funding amounts or appropriations for this new authority.
