Federal agencies must implement these requirements within 270 days of the law's enactment, incorporating native plant priorities into their contracts with private builders and subcontractors whenever feasible while considering costs, schedules, and product availability. The legislation recognizes the environmental benefits of native plants, including habitat creation, support for pollinators, erosion control, and stormwater management, though it exempts lawn and turf areas from mandatory requirements while encouraging their replacement where appropriate. The Council on Environmental Quality must provide guidance to federal agencies within 180 days and every two years thereafter, and must publish reports every two years documenting federal agencies' progress in using native plants and analyzing the environmental impacts of these projects. The bill imposes no new appropriations or funding requirements and instead directs agencies to incorporate these native plant priorities into their existing project planning and budgets.
