This bill requires the Department of Veterans Affairs to hire an independent, outside organization to study how well mental health and addiction treatment services work at VA facilities compared to non-VA providers. The study will examine care quality across different treatment settings including telehealth, inpatient, outpatient, and residential programs. The report must assess whether both VA and non-VA providers use evidence-based treatments, evaluate patient satisfaction and health outcomes, examine coordination between providers, and determine if veterans with multiple conditions receive integrated care. The independent organization must complete this study within 18 months of signing the agreement with the VA, and submit findings to Congress and publish them on a public website for veterans and the public to access. The bill does not specify a funding amount but directs the Secretary of Veterans Affairs to initiate this study within 90 days of the law's enactment.
