The Creative Workforce Investment Act would establish a new federal grant program to fund arts and creative workforce projects across the United States. The Department of Labor, working with the National Endowment for the Arts, would award competitive grants to states, local areas, nonprofits, and other eligible organizations to create jobs for artists and creative workers while producing publicly accessible art and cultural programming. Eligible projects could include community art events, public murals, documentaries capturing American history, theater performances, writing exhibitions, and arts education programs, with preference given to projects that serve people facing employment barriers and illuminate underrepresented communities and histories. The bill authorizes $300 million in funding over fiscal years 2024 through 2026, with a requirement that no more than 5 percent of funds be used for administrative costs. Grant recipients would be required to maintain prevailing wage standards, comply with labor protections, remain neutral toward union organizing, and refrain from outsourcing jobs during the grant period and for two years afterward.
