The Critical Minerals Security Act of 2024 directs the Secretary of the Interior, working with the Secretary of Energy, Secretary of State, Secretary of Commerce, and other federal agencies, to produce detailed reports on global critical mineral and rare earth element resources, including recycled materials containing them. These reports must identify which mines and resources are controlled by foreign entities of concern versus the United States and its allies, detail ownership and output at major mining sites, and track cases where countries like China have forced companies to divest mining assets or seized mining and processing operations. The bill also requires the Interior Department to create a formal process allowing U.S. persons to notify the government before divesting from foreign mining or recycling operations, so officials can help them find buyers not controlled by adversarial governments. Additionally, the Secretary must develop a strategy for collaborating with allied nations on advanced mining, refining, and recycling technologies and establish a way to share related intellectual property with partner countries. Initial reports and strategies are due within one year of enactment, with resource reports repeating every two years and progress reports on the technology strategy submitted annually thereafter.
