This bill requires the Office of Government Ethics to create a searchable public database containing ethics records of executive branch political appointees and other noncareer officials. The database must be established within 210 days, be free and accessible to the public without registration, and comply with federal accessibility standards. Federal agencies must submit their ethics records electronically within 60 days, and they must also search for and submit older records from the previous nine years. The records that must be included encompass financial disclosures, ethics waivers, conflict-of-interest approvals, divestiture determinations, and ethics training certifications for covered employees, though certain information can be redacted to protect trade secrets, national defense information, or individual safety. The bill allows the Office of Government Ethics to assess agencies for costs associated with establishing and maintaining the database, though these costs cannot exceed actual expenses, and all covered ethics records must remain publicly available for at least ten years.
